MISSION/JOB AUTHORISATIONS AND RESPONSIBILITIES

• To fulfil/ensure that the duties specified in Article 29 of the Decree Law No. 124 on the Administrative Organisation of Higher Education Institutions and Higher Education Institutions are carried out in accordance with the legislation, fully, timely and accurately,

• To ensure that the unit works effectively and harmoniously by using management functions (Planning, Organising, Directing, Coordinating, Decision Making and Controlling).

• To ensure the implementation of procedures and instructions in the unit within the framework of laws and authorisations.

• To ensure that the services in the unit are provided effectively, efficiently and expeditiously
• To ensure coordination between the units under the Department, to ensure that the units work in co-operation and harmony, to hold meetings and to solve the problems that arise.

• To carry out, coordinate and supervise the duties regarding the personal rights of the personnel of the Department in a healthy, regular and harmonious manner.

• To prepare the unit strategic plan in accordance with the strategic plan of the university; to ensure that the necessary work and procedures related to the strategic plan are carried out.
• To ensure that statistical information and annual activity reports related to the annual performance programme of the unit are prepared and notified to the relevant places.

•  To ensure compliance with the determined standards

• Signing the minutes and forms related to the department,

• To ensure the execution of transactions related to the financial rights of academic and administrative staff
• To refer the correspondence of the department to the relevant unit and sign the correspondence
• To examine and evaluate the selection, dismissal, promotion and assignment, rewarding and punishment of the personnel required for the execution of the activities of the Department,
• To paraphrase and sign the letters to be issued by the branches in accordance with the principles of the directive on signature powers,

• To distribute and finalise the written and verbally submitted works to the relevant branches,
• To examine the procedures related to personnel such as promotion, title change, appointment, transfer, rewarding, punishment, leave and dismissal, and to submit opinions and proposals to the authority,

• To ensure the implementation of in-service training programmes by taking the necessary measures for the training of department personnel for higher levels,
• To ensure the most appropriate and efficient use of existing resources such as human and material resources in order to fulfil service activities in an economical and effective manner,

• To set targets and standards for the future with the personnel, space, material and other resources allocated to the unit in order to carry out, direct and evaluate the activities of the unit,
• To programme the activities of himself and his subordinates in order to fulfil the basic activities of the unit in an effective, efficient, economical and qualified manner, to try to connect routine works to forms, to simplify the works

• To carry out other works and operations given by the process to which he/she is affiliated and the senior manager/managers
• The Head of the Department is responsible to the Secretary General, the Vice Rector and the Rector for his/her duties and all works and transactions.
